Mission
Creating a society free of road accidents.
National Council for Road Safety was established under the Motor Traffic Amendment Act No.5 of 1998 and functions as an institution under the purview of the Ministry of Transport. National Council for Road Safety is the sole public sector institution operating in the country on the theme of creating a safe and secure road network for all. The Council headed by a Chairman consists of 17 representatives from governmental and non-governmental organizations.
For a developing country, controlling traffic and minimizing accidents involving motor vehicles and ensuring road safety is as important as developing infrastructure facilities, preventing environmental pollution and conserving environment. If development targets expected to be attained through improvement of roads and highways, more attention needs to be focused on minimizing road accidents and ensuring road safety of all road users.
The United Nations Road Safety Collaboration has designated the period from of 2011-2020 as the Decade of Action for Road Safety and concurrently Sri Lanka held the National Conference on Road Safety on May 11th 2011 under the patronage of His Excellency the President and declared the period from 2011-2020 as road safety decade. A 10-year plan for road safety was formulated as part of this process and submitted to Parliament.
Section 213 A of the Motor Traffic Amendment Act has prescribed the functions of the Council and “Road Safety Fund’ to be administered and managed by the Council has been established under section 213 B(2) of the Act. Insurance companies contribute to the Fund by donating 1% of the premium from insurance policies in respect of third party risks.
